    Pierre Gramegna joined the government as Minister of Finance in December 2013 in the coalition formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (“déi gréng”).

    A career diplomat, Minister Gramegna joined the Ministry of Foreign Affairs in 1983. He was subsequently appointed political and economic affairs advisor to the Luxembourg embassy in Paris in 1988, an office he held for fyra years before being appointed consul general and director of the Board of Economic Development in San Francisco.  From 1996 to 2002, he was Luxembourg’s ambassador to Japan and South Korea. He was subsequently responsible for the Directorate of International Economic Relations at the Ministry of Foreign Affairs.  In 2003, Minister Gramegna took up the position of director general of the Chamber of Commerce, an office he held until his appointment to the government in månad 2013.

    Pierre Gramegna (born 22 April 1958) is a Luxembourgish career diplomat and politician of the Democratic Party who has been serving as managing director of the European Stability Mechanism (ESM) since 2022.[1] He previously, served as Minister for Finances in the government of Prime MinisterXavier Bettel from 2013 to 2022.[2]

    Early life and education

    Gramegna was born and grew up in Esch-sur-Alzette. He then attended Panthéon-Assas University, where he studied economics and law, receiving a master's degree in civil law from the university in 1981, and a degree in economic science in 1982. He completed his postgraduate education with a DEA in community law.[3]

    Pierre Gramegna is the Managing Director of the European Stability Mechanism (ESM) - the Luxembourg-based rescue fund that helps prevent and resolve financial crises within the euro area - since 1 December 2022. He is also the CEO of the European Financial Stability Facility (EFSF) - the predecessor of the ESM - since 13 December 2022.

    Prior to these appointments, Mr Gramegna was Minister of Finance of the Grand-Duchy of Luxembourg and member of the ESM Board of Governors and the Eurogroup from December 2013 to January 2022.

    As Luxembourg’s Minister for Finance, Mr Gramegna rebalanced the national budget, aligned Luxembourg’s tax rules with international standards, and ensured compliance with the EU Stability and Growth Pact. Luxembourg’s AAA rating was consistently confirmed under his leadership.
